Guildford Borough Council (GBC) has invited residents to comment on draft plans for a new heritage centre and tourist attraction incorporating the town's museum and castle.
The proposals will be put on display at a number of locations in August as part of a touring exhibition, before taking up residence at Guildford Museum from 13 September onwards.
GBC is also seeking comments on a proposed Heritage Lottery Fund bid for £1m towards the cost of the scheme, which would still require a further £2m; £250,000 of which will be provided by the council.
Jen Powell, the lead councillor for culture and heritage at GBC, said: "Although in its early stages, this is an exciting opportunity to develop the museum, which has been relatively unchanged since the 1960s, and the castle into a major heritage hub and tourist destination.
"As well as preserving our heritage for the future we will boost community involvement with increased learning and participation including public events and activities."
